A call was refused or is waiting: UAE calling hours and UAE call limits
Understand the only time and call limits left: the UAE's legal limits. Every other country is called at any time, with no limit.

Steps
- Read the red box in the dialer, or the line under a Refused number in a batch's recipients: it names the rule.
- Every country except the UAE: there are no calling hours, no calling holidays and no limit on calls per number. Calls go out at any time.
- UAE numbers (+971): calls only 09:00–18:00 Dubai time, at most 1 call a day and 2 a week to a number that did not answer, and never again after the person declined. These are UAE legal limits (Cabinet Resolution 56/2024).
- A batch keeps a UAE number that has to wait and tries it again by itself; a UAE number whose person declined is refused for good.
Troubleshooting
"UAE law (Cabinet Resolution 56/2024): UAE numbers may be called only 09:00–18:00 Dubai time."
Nothing to do: the number is tried again from 09:00 Dubai time.
"UAE law (Cabinet Resolution 56/2024): a UAE number that did not answer may be called again at most once a day." / "UAE law (Cabinet Resolution 56/2024): a UAE number may be called at most twice a week."
The number was already called today, or twice this week. Call again tomorrow or next week; a batch tries again by itself.
"UAE law (Cabinet Resolution 56/2024): this person declined before, so they are never called again."
The last call to this number ended with not interested or declined. It is not called again.
"Waiting for the UAE calling hours (09:00–18:00 Dubai, UAE law)"
A UAE list's batch calls only 09:00–18:00 Dubai time. It carries on by itself at 09:00 Dubai time.
Tips
- The time is always the contact's local time, with daylight saving, not yours.
Good to know
- The UAE limits are set by law and cannot be switched off. No other country has calling hours or call limits.
